A parents job is to provide for their children until they are of legal age(18yrs). A parent kicking out an underage child isn't a parent as much as a child themselves.
If the parent needs help there is help. Contact your church to see if they offer parenting classes. There are plenty of books at the library to help raise a teenager. The thing that makes the most difference is listening and being there for your child. If your still at the end of your rope with your child and your seriously thinking of doing something as damaging as throwing out your child then contact your local child social services.

Not if the father has accepted the role of responsible parent / carer. 16 is the minimum age for a child to be legally homeless and can then be housed by a local authority. The social services may be able to help if the child is antisocial and a danger to others in the family.
