My 2 year old niece was the same.. She would happily go off do a number 1 wipe flush and wash hands. When it was time for number 2 there was screaming abdabs!! We found out that she was getting a tummyache, and sometimes was maybe a little constipated, turned out there was one time she was constipated it hurt her, so she was petrified of doing it again incase she got the tummy ache and the hurty bum! So we had to let it lie for a while, but what we kept doing was allowing her to see us and show her that it wasnt nasty, now that does sound wierd, but her seeing us having no problems kind of made her see it would be okay... when she finally did go on the loo we all cheered and so on and made her feel great.. brought her a new doll, and told her how special she was, still took a while after that to get her used to it, but once she was over the initial fear there was no stopping her! She will even go if out and about!
Maybe try getting teddy or one of his toys to do a number 2, like the other lady suggested, maybe use some fake poo and pretend that teddy did it and he might get to feeling that its safe.. Maybe he had a tummyahce before and it feels safer not to do it on the loo or potty, one day he will just do it, my niece just one day did and we were like oh right shes ready now!
