toddlers often act like this and it is very upsetting and embarrassing for parent, when she is being like this remove her from the situation with a firm no thats not nice , try playing sharing games with her because if she is a only child or even if she is a younger child and use to getting her own way this is what could cause this problem as when mixing with others frustration of having to wait turns or not getting what she wants causes her to hit out
Always tell her to play nicely before she plays with others and always inforce the ''NO THATS NOT NICE'' when she is nasty and make her sit with you when she wants to play again just say play nicely it will take time and she should grow out of it and or get the message
if this behaviour continues as she gets older then talk to your GP

Her behavour appears anti social, not knowing how old she is it is difficult to give advice. Any labling of a condition can cause more harm than good. My suggestion is to visit your GP to get your daughter checked out.
